School Committee Minutes - 11/03/08

SCHOOL COMMITTEE RETREAT
November 3, 2008

The School Committee held a retreat on Monday, November 3, 2008 at 7:00 p.m. in the Training Room, Third Floor, Town Hall.   Chairman Meyler called the meeting to order at 7:20 p.m.   

Members Present:        Karen Adelman Foster, Anne Blanchard, Dirk Coburn, David Margil, Steve Meyler, Anne Zernicke

        Mr. Murphy arrived at 7:55 p.m.

APPROVAL OF MINUTES

The School Committee minutes of October 6, 2008 and October 20, 2008 were provided to the School Committee for approval.  Mr. Margil made some modifications to the minutes as follows:

·       Minutes of October 6, 2008 – No vote was recorded for the Approval of Donations
·       Minutes of October 20, 2008 – Mr. Margil was not present for vote on the Approval of Donations and the minutes should reflect that.
·       Mr. Coburn also pointed out a typographical error.

Ms. Adelman Foster moved for approval of the minutes of October 6 & 20, 2008 with these changes.  Mr. Margil seconded.  They were approved by a favorable vote of 5 members.  Ms. Zernicke abstained as she was absent for the meeting of October 6, 2008.

Dr. Sanchioni discussed the new agenda format.  A discussion took place regarding the possibility of a teacher representative sitting at the table being a non-voting member of the School Committee.  School Committee members should share their thoughts of this idea with Chairman Meyler.

SUPERINTENDENT ENTRY PLAN & GOALS

Dr. Sanchioni began the review of his 2008-2009 goals.  A discussion continued and he responded to questions from Committee members.   He will bring this item back to a future meeting for further discussion.

Ms. Marianne Davis, Director of Human Resources and Ms. Martha White, Town Administrator joined the meeting.

At 8:40 p.m., Mr. Coburn moved for approval to enter into Executive Session to discuss collective bargaining in accordance with the provisions of Chapter 39, Section 23b of the Massachusetts General Laws.  Ms. Adelman Foster seconded.  A roll call vote was taken.  All members were in favor of entering into Executive Session.  
At 10:40 p.m. Mr. Coburn moved for approval to return to open session.  Ms. Adelman Foster seconded.  A roll call vote was taken and all members were in favor of returning to open session.

CAPITAL PLAN

Dr. Sanchioni reported that the Town Administrator is reviewing projects on the capital improvement plan list which have not yet been started.  She is looking into the possibility of deferring some of these projects so that the funds could be used for the FY10 budget.  Dr. Sanchioni reviewed five projects which the School Committee has on the FY09 and FY10 capital list which could be affected.  A discussion continued.  Concerns were raised that delaying some of these projects could cost more in the long run.  Chairman Meyler indicated that no action would be taken until free cash has been certified and until we know if the money for these projects is coming from bonding or free cash.  

At 10:55 p.m., Ms. Blanchard moved to adjourn.  Mr. Margil seconded.  It was unanimously approved.
