SCHOOL COMMITTEE MEETING
August 29, 2005
The School Committee held a meeting on Monday, August 29, 2005 at 7:30 p.m. Vice Chair Wynn called the meeting to order at 7:30 p.m. in the School Committee Room, 3rd Floor, Town Hall.

At 7:30 p.m., the Administration requested an Executive Session to discuss Collective Bargaining and Non-Represented Personnel in accordance with the provisions of Chapter 39, Section 23b of the Massachusetts General Laws.
At 7:53 p.m. the School Committee returned to open session.
APPROVAL OF MINUTES
Mr. Wynne moved for approval of the minutes of June 20, 2005. Mr. Haugland seconded. They were unanimously approved.
PUBLIC SPEAK
Vice Chair Wynn asked if anyone wished to come forward for Public Speak. No one came forward.
APPROVAL OF RECLASSIFICATIONS AND SALARY ADJUSTMENTS
Mrs. Marianne Davis requested the School Committee’s approval on a number of salary adjustments which were reviewed previously in Executive Session. They are as follows:
1. Title I
Approval of a 1.5% pay increase for Title I teachers, effective retroactively to the beginning of their 2004-05 work year (the last year of their three year contract).
2. Association of Secretaries and Clerks
Requests for classification reviews were received by the H.R. Director last fall. A reclassification review was conducted for each request; changes in the job descriptions were identified, reviewed and discussed with both the employee and their supervisor, and a decision was made based on the degree of change in accountability, knowledge/training, problem solving, supervisory controls and the range of contacts. Through this process, it was determined that two positions should be recommended for an upgrade by one salary level: The School Year Secretary for the Office of Pupil Services should move from Level III SY to a Level II SY and the High School Bookkeeper’s position should move from a Level III SY to a Level II SY.
3. Custodians
Mary Ellen Dunn and Bob Graham have proposed the creation of a new job classification within the custodians’ bargaining unit. This proposal has been discussed with, members of the custodians’ union and they have no objection. The recommendation to the School Committee is to add a position of “Maintenance Mechanic IV” which would be a skilled/licensed position, paid between $22 and $26.28/hour.
The following step schedule would be added to the current custodians’ contract salary schedule, maintaining the existing percentage differential between steps:
Step 1: $22.00, Step 2: $22.6885, Step 3: $22.4116, Step 4: $24.1691,
Step 5: $ 24.7543, Step 6: $25.4773, Step 7: $26.0280, Step 8: $26.2883.
This position was included in the 2005-06 budget as a TBA.
4. EAN – Unit B
At the end of last year, a new position of Director of Fine and Performing Arts was created and budgeted as a K-12 Director for the 2005-06 school year. This position will be added to Unit B via a Memorandum of Agreement between the EAN and the School Committee.
5. Non-Represented Employees
Network Administrator
Upon the resignation of our Network Manager in June, the new Director of Technology changed the job title and revised the job description to better meet the needs of the school system, and conducted a salary survey for comparable positions. The new range and title will be added to the Non-Rep. Schedule.
Recommended range: $55,000 - $65,000.
After School Activities Program (ASAP) Director
Since it’s creation about ten years ago, the ASAP Director has been paid at a flat hourly rate. Administration recommends the creation of an annual salary range for this position since it is a management position that is not eligible for overtime. Salaried employees work all hours necessary to get the job done, and do not normally track each hour worked. The incumbent’s normal work hours will be 7.5 hours a day for 192 days. The recommended salary range is $34,560 - $39,312, with a 2% increase to be applied at midnight of the day preceding the first workday of the 2006-07 school year. The annualized range is consistent with the hourly rate previously voted by the Committee.
Mr. Haugland moved for approval of the salary adjustments and reclassifications outlined above. Mr. Coburn seconded. It was unanimously approved.
MARTIN LUTHER KING CELEBRATION
Rev. Dr. Seth Ohene Asare from the Fisk Memorial United Methodist Church, Rev. Peter Strand from St. Pauls, and Linda Giarla, Chaplain at Leonard Morse Hospital came before the School Committee requesting that the schools be involved in a community celebration to honor Dr. Martin Luther King on January 16, 2006. Rev. Dr. Asare is putting a committee together and would like a representative from the schools to be part of this committee. Mr. Haugland moved for approval to support this endeavor. Mr. Wynn seconded. It was unanimously approved.
OPENING OF SCHOOLS STATUS REPORT
Mr. Connolly provided a status report on the opening of schools.
NATICK HIGH SCHOOL ACCREDITATION
Mr. Connolly provided the School Committee with information pertaining to the Natick High School Accreditation process which will take place on March 18, 2007 through March 21, 2007. Mr. Connolly has also received word that both middle schools will go through this process on March 5-8, 2006.

ACCOMMODATIONS FOR RENTAL POLICY RATES
Mrs. Mary Ellen Dunn reviewed some exceptions for auditorium usage rates between the Metropolitan Wind Symphony and the Natick Recreations & Parks.
TOWN MEETING ARTICLE & COST ANALYSIS/CAPITAL
Mr. Connolly provided an overview of the current and projected enrollment figures and discussed the need for expansion to the Memorial School and the Kennedy Middle School. Mr. Connolly also provided the School Committee with a copy of the Article it has submitted to the Fall Town Meeting which reads:
To see if the Town will vote to appropriate a sum of money for architectural plans and specifications for the constructing, equipping and furnishing an expansion to existing schools; to be determined whether this appropriation shall be raised by borrowing or otherwise; or take any other action thereon
Mr. Connolly indicated that discussions need to take place on what kind of updates should be done to the existing buildings while these buildings are being expanded. Members of the School Committee requested that the Town Administrator come before them to discuss the town’s overall capital plan
APPROVAL OF OUT OF STATE TRAVEL
Mr. Haugland moved for approval on a request for the Natick High School Girls’ Swimming and Diving Team to attend the 23rd Annual Long Island Invitational on Friday and Saturday, September 23 & 24. Mr. Wynne seconded. It was unanimously approved.

Mr. Haugland moved for approval to appoint Mr. Michael Cashman as the School Committee’s representative to attend the MASC/MASS Annual Meeting which is being held on October 26, 2005 at the Worcester Centrum. Mr. Murphy seconded. It was unanimously approved.
