SCHOOL COMMITTEE MEETING
June 20, 2005

The School Committee held a meeting on Monday, June 20, 2005 at 7:30 p.m.  Chair Packer called the meeting to order at 7:30 p.m. in the School Committee Room, 3rd Floor, Town Hall.

Members Present:        Michael Cashman, Dirk Coburn, Henry Haugland, David Murphy, Diane Packer, Rick Wynn, Ted Wynne

APPROVAL OF MINUTES


Mr. Coburn moved for approval of the minutes of June 6, 2005.  Mr. Haugland seconded.  They were unanimously approved.  

PUBLIC SPEAK

Chair Packer asked if anyone wished to come forward for Public Speak.  Ms. Karen Adelman Foster and Ms. Linda Wollschlager, on behalf of the Natick Education Foundation, came forward and presented the School Committee with a check in the amount of  $36,807.10 to fund a variety of grant awards.  Ms. Wollschlager provided the School Committee with the names of the grant recipients for the 2005-2006 school year.

TO PRESENT A REPORT OF “A SHARED VISION OF NATICK CENTER”

Ms. Joan Craig, on behalf of the Natick Center Associates, presented the School Committee with a report A Shared Vision of Natick Center which was created as a result of a two-evening Charrette held in the Fall of 2004 co-sponsored by the Natick Center Associates and the Community Development Office where over 85 individuals from the Natick community attended.    This report has been or will be presented to the Natick Center Associates Board of Directors, the Board of Selectmen, the Planning Board, Zoning Board of Appeals, Board of Trustees of the Morse Institute Library, Council on Aging and Town Meeting members.  Mrs. Craig requested that the School Committee, for the record, vote that they received this report and take it into consideration when making decisions about the town’s future.   Mr. Ted Wynne moved for approval  to acknowledge receipt of the report by the School Committee.  Mr. Rick Wynn seconded.  It was unanimously approved.  




BROWN SCHOOL PLAYGROUND DEDICATION

Ms. Bernadine Small, Principal of the Brown School, came forward with Robyn Arnold, a parent at Brown School with a proposal to memorialize the Brown School Playground in memory of Mr. Oliver B. Hill, better known as O.B. Hill, who recently passed away.  Mr. Hill over his many years as a resident in Natick has supported the community in a variety of ways and his six children and some of his grandchildren began their years in education at Brown School.  This proposal was presented to the Brown School Council on June 14, 2005 and received its approval.  Mr. Ted Wynne moved for approval to move forward with this dedication.  Mr. Coburn seconded.  It was unanimously approved.  They will come back to the Committee when they are ready for the dedication.  

KEEFE TECH UPDATE

Mr. Craig Ross provided the School Committee with information pertaining to the lack of state funding for Keefe Technical School.  He requested the School Committee’s support to advocate for changes in the funding formula and to try to increase enrollment at the School.  

PUPIL SERVICES

Mrs. Audrey Seyffert along with members of her team, Karen Rufo, Lauren Gilbert, Jan Parsons, John Lauzon, Tom Brenneman, provided an update on the Pupil Services department which included, Health Services, English Language Learners, Guidance and Special Education.

APPROVAL OF REVISION TO FACILITY RENTAL POLICY

Mrs. Mary Ellen Dunn presented revisions to the Facility Rental Policy at the meeting of June 6, 2005 and brought it back this evening for a vote.  After some discussion, Mr. Haugland moved for approval on the revisions outlined with a provision that the administration may make a determination on the number of custodians required for the event.  Mr. Wynn seconded.  It was unanimously approved.  

ACCEPTANCE OF CONTRACTS

Mrs. Mary Ellen Dunn requested the School Committee’s approval to award contracts for:

Maintenance Heating Services to Industrial Burner Systems, Inc.
Maintenance Electrical Services to Anderson Electrical Contractors, Inc.
Johnson School Roof Replacement to Wayne Roofing Systems

Mr. Wynn moved for approval to award these contracts as outlined above.  Mr. Wynne seconded.  They were unanimously approved.  

CONTRACT EXTENSION FOR DR. KAREN LEDUC

Mr. Connolly recommended extending a new three-year contract through June 2008 to Dr.  Karen LeDuc, Assistant Superintendent for Curriculum, Instruction & Assessment.  Dr. LeDuc was hired in August 2003 with a three-year contract through June 2006.  Mr. Haugland moved for approval to extend Dr. LeDuc’s contract through June 2008.  Mr. Wynn seconded.  It was unanimously approved.  

ACCEPTANCE OF DONATIONS

Mrs. Mary Ellen Dunn requested the School Committee’s acceptance of the following donations:

Federated Department Stores Foundation  $500
Sovereign Bank                          $200

Mr. Coburn moved for approval of the above donations.  Mr. Haugland seconded.  They were unanimously approved.





ELEMENTARY & MIDDLE SCHOOL CAPACITY

Mr. Connolly discussed elementary and middle school capacity and projected enrollments.  He discussed the need to begin discussions on additions to the Memorial School and to Kennedy Middle School as enrollments are projected to rise.   He indicated that the projects will need to be done with or without state reimbursement.  The School Committee will need to begin discussing this issue in the Fall.

FY06 BUDGET UPDATE/END OF YEAR PURCHASING

Mr. Connolly discussed reallocation of FY05 funds between line items.   Mr. Haugland moved for approval to reallocate funds between budget line items to address end of the year purchasing.  Mr. Wynn seconded.  It was unanimously approved.
