SCHOOL COMMITTEE MEETING
October 22, 2001
The School Committee held a meeting on Monday, October 22, 2001 at 7:30 p.m. in the Training Room, Town Hall. Chairwoman Broekel called the School Committee meeting to order at 7:30 p.m.

Chair Broekel asked if anyone wished to speak during Public Speak. No one came forward.
Mr. Connolly passed out and reviewed scheduling information for the middle and high school projects.
APPROVAL TO AMEND THE MASC BY-LAWS
The School Committee received by-law revisions being recommended by the Board of Directors of the Massachusetts Association of School Committees which will be voted on at the MASC Annual Meeting on October 31. The revisions are as follows:
I. Creation of Urban Division
II. 1. Revised Dues Structure
Ms. Packer moved for approval to endorse the above two revisions as outlined. Mrs. Van Amsterdam seconded. They were unanimously approved.
II. 2. adding Article IV, Paragraph 4 as follows:
Exceptions: “There shall be no exceptions or adjustments to the membership dues structure for any Active Member except with the approval of the Board of Directors.”
II. 3. to approve the following resolution:
The president shall appoint a special task force to study the dues structure as it relates to certain cities and towns who may designate representatives to more than one school committee other than regional vocational technical schools, and the President shall direct that task force to report its findings and recommendations to the Board of Directors not later than July 1, 2002.
Mr. Haugland moved for approval to endorse the above revisions (II 2. & II 3.) Ms. Packer seconded. They were unanimously approved.
ADMINISTRATIVE PROCEDURE FOR THE SELECTION OF A BUSINESS MANAGER
Mr. Connolly provided the School Committee with the administrative procedure for the selection of a Business Manager and to establish a salary range of $82,000 to $92,000. Mr. Haugland stated that he did not feel it was the school committee’s role to approve a process for the superintendent to hire a direct report. Mr. Haugland moved for approval of the salary range for the position of Business Manager of $82,000 - $92,000. Mrs. Van Amsterdam seconded. It was unanimously approved.
Mr. Freedman moved for approval for Kristine Van Amsterdam to represent the School Committee in the screening process. Mr. Cashman seconded. It was unanimously approved.
At 7:50 p.m., the Administration requested an Executive Session to discuss collective bargaining and contract negotiations for non-represented personnel in accordance with the provisions of Chapter 39, Section 23B of the Massachusetts General Laws. A roll call vote was taken to enter into Executive Session. All members were in favor of entering into Executive Session.
The School Committee returned to open session at 9:45 p.m.
The meeting adjourned at 9:45 p.m.
