SCHOOL COMMITTEE MEETING
September 4, 2001

The School Committee held a meeting on Tuesday, September 4, 2001 at 7:30 p.m. in the School Committee Room, Town Hall.  Chairwoman Broekel called the School Committee meeting to order at 7:35 p.m.

Members Present:        Peg Broekel, Michael Cashman, Jonathan Freedman, Henry Haugland, Kristine Van Amsterdam, Ted Wynne
                        
                        Diane Packer arrived at 7:40 p.m.

APPROVAL OF MINUTES
Mr. Freedman moved for approval of the minutes of August 27, 2001.  Ms. Van Amsterdam seconded.  They were unanimously approved.

PUBLIC SPEAK
Chairwoman Broekel asked if anyone wished to come forward for public speak.  No one came forward.

COMMUNICATIONS, PETITIONS & ACKNOWLEDGEMENTS
Dr. Goldberg announced that the Spotlight on Education scheduled for September 10 has been cancelled.   

Dr. Goldberg reported on the NPS Card Club which will allow senior citizens entry at no cost to all regular season home athletic events, school system plays and musical performances, and all other school district sponsored cultural activities and events.  He will be kicking off this program at the senior center in the next couple of weeks.

Mr. Connolly provided an update on the filed sub bids for the Wilson Middle School project.  He was very please with the bids received.  They were only over the budget by 1%, which amounts to $85K.  The general contractor bids will be opened on September 18.  The Middle School Building Committee will be meeting on September 10 to go over these bids.  A meeting on the Wilson Middle School construction will be held with abutters and other interested parties on September 20 at 7:00 p.m. in the Wilson auditorium.

Chair Broekel provided an update of the meeting held with the Finance Committee in which the high school renovation project was discussed.  Dr. Goldberg provided an update on the Technology Warrant article that was presented to the Finance Committee.  Both of these items will be readdressed at the Finance Committee meeting on September 11.

Chair Broekel will provide the School Committee with the dates of the various school’s PTO meetings so that the School Committee members may attend them.  Chair Broekel encourages School Committee presence at these meetings and applauds and encourages parental involvement.

Mrs. Van Amsterdam provided the School Committee with copies of 4 Senate and 2 House bills pertaining to changes to the Special Education Regulations in the Commonwealth.  It was the general consensus to support these bills, however, funding needs to provided by the State.    Mrs. Van Amsterdam questioned whether the TEC organization was preparing any type of response or if they were sending anyone to the hearings.  Dr. Goldberg will follow up.

PAY ADJUSTMENTS FOR NON-REPRESENTED PERSONNEL
Dr. Goldberg requested the School Committee’s approval on a pay adjustment for the METCO Director– The School Committee approved a range adjustment for this position on June 18, however, approval needs to be given to make this adjustment retroactive to the 2000-2001 school year.  Ms. Packer moved for approval to make this pay adjustment retroactive to the 2000-2001 school year.  Mrs. Van Amsterdam seconded.  It was unanimously approved.

Dr. Goldberg brought back to the School Committee an item which pertained to the establishment of a new pay category for Interns with an annual range of $11,000-$16,000.  This position would be a benefited position.  Ms. Packer moved for approval on establishing this pay category.  Mr. Haugland seconded.  It was unanimously approved.

PERSONNEL ACTIONS
Dr. Goldberg reviewed the following personnel actions:

RESIGNATIONS:  Professional Staff

Katherine Sullivan, (.5) preschool special education teacher at Bennett-Hemenway School since January 2001.  Resignation effective June 19, 2001.

RESIGNATIONS:  Support Staff

Valerie McQuillan, (.6) Teacher assistant at Bennett-Hemenway School since May 1998.  Resignation effective August 22, 2001.

Karen Belsley, (.3) Teacher assistant at Lilja School since November 2000.  Resignation effective June 19, 2001.

WITHDRAWAL OF APPOINTMENT:  Support Staff

Jennifer Olsen-Collins, withdrawn as teacher assistant at Natick High School.

APPOINTMENTS:  Support Staff

Russell Anderson, to be teacher assistant at Natick High School effective August 28, 2001.  Salary, Step 1

Roseann Foran, to be cook/supervisor at Memorial School effective for the 2001-2002 school year.  Salary, Step 1

Cheryl Kelly, to be food service worker at Johnson School effective for the 2001-2002 school year.  Salary, Step 1

Marisol Padro, to be food service worker at Kennedy Middle School effective for the 2001-2002 school year.  Salary, Step 1

Susan Maruco, to be teacher assistant at Lilja School effective August 28, 2001.  Salary, Step 3

Paul Power, to be teacher assistant at Kennedy Middle School effective August 27, 2001.  Salary, Step 1

Gail Trainor, to be coordinator of substitutes effective August 29, 2001.  Salary, $80.00 per day.


APPOINTMENTS:  Professional Staff
Effective for the 2001-2002 school year

Joseph Doyle, to be social studies teacher at Natick High School.  Salary, Bachelors, Step 12

Dean Custer, to be social worker at Kennedy and Wilson Middle Schools.    Salary, Masters, Step 6

Katherine Moynihan, to be (.5) school nurse at Bennett-Hemenway School effective September 10, 2001.  Salary, Bachelors, Step 5

Marjorie Roberson, to be instructional technology teacher at Wilson Middle School.  Salary, Bachelors, Step 9

Shannon Smythe, to be grade 6 teacher at Wilson Middle School.  Salary, Masters, Step 2

JoAnna Telschow, to be special education chairperson at Bennett-Hemenway and Memorial School effective August 29, 2001.  Salary, Bachelors, Step 2.

Mary Scanlon, to be long-term substitute school nurse at Bennett-Hemenway School effective August 28, 2001.   Salary, $127.00 per day

ENROLLMENT UPDATE
Dr. Goldberg reviewed the enrollment numbers as of August 30.  He is content with the section numbers and class sizes at this point in time.

TO APPOINT A VOTING DELEGATE FOR THE MASC ANNUAL MEETING
Mr. Cashman volunteered to represent the School Committee as the voting delegate for the MASC Annual Meeting to be held on October 31 at 3:00 p.m. at the Worcester Centrum.

At 8:20 p.m., the Administration requested an Executive Session to discuss contract negotiations for non-represented personnel in accordance with the provisions of Chapter 39, Section 23B of the Massachusetts General Laws.  A roll call vote was taken to enter into Executive Session.  All members were in favor of entering into Executive Session.


Returned to open session at 11:30 p.m.
