The School Committee held a meeting on Monday, June 18, 2001 at 7:30 p.m. in the School Committee Room, Town Hall. Chairwoman Broekel called the School Committee meeting to order at 7:30 p.m.

APPROVAL OF MINUTES
Mrs. Van Amsterdam moved for approval of the minutes of June 4, 2001. Ms. Packer seconded. They were unanimously approved.

Chairwoman Broekel asked if anyone wished to come forward for public speak. No one came forward.
WILSON MIDDLE SCHOOL – PROPOSED COST REDUCTION
Mr. Connolly reported that the Wilson Middle School Building Committee met last week and reviewed and voted on further cost reductions to the Wilson Middle School project which brought them back to the budget amount of $19.2M. The reduction of the size of the building by 5200 square feet results in the majority of the cost savings. Other miscellaneous changes were presented. Mr. Connolly reported that there will be one more cost estimate done in July, and he will report back to the Committee at its July 23, 2001 meeting. Mr. Freedman moved for approval of the cost reductions presented by the Middle School Building Committee. Mrs. Van Amsterdam seconded. They were unanimously approved.
TECHNOLOGY UPDATE
Dr. Goldberg reviewed the Technology vision. Mrs. Kane reviewed the expenditures for the remaining $90,000 on the FY01 warrant article. They are as follows:
1. $31,500 Replacement of the English writing labs (26 station lab)
2. $12,000 Hardware upgrades for the 4 business labs
3. $30,500 20 station wireless mobile lab
4. $16,520 14 Classroom workstations
$90,520 Total
At the meeting of July 23, the expenditures for the FY2002 warrant article will be reviewed. Mrs. Van Amsterdam requested that when presenting the expenditures for FY2002 that examples of how this will impact the curriculum across all grade levels be discussed.
COMMUNICATIONS, PETITIONS AND ACKNOWLEDGEMENTS
Mrs. Van Amsterdam reported on a recent Athletic Advisory Board meeting which was held last week. She indicated that the Committee is comprised of a group of individuals who are very enthusiastic about our athletic programs and will be invited to attend budget sessions this coming year when the athletic budget is discussed.
Dr. Goldberg announced that he just received word that Natick has been awarded a $10,000 grant from Verizon – 2001 EdLink Awards: Linking Massachusetts Students to the Future. This is a program under the direction of
Mrs. Maureen Carney, Business Department Head, at Natick High School. Ten students will participate in the A+ Certification course offered in collaboration with Meditech which 1) incorporates technical and computer skills training, 2) develops a business simulation and workplace culture, 3) promotes effective work habits and interpersonal skills, and 4) uses a variety of assessments, including journals, rubrics, reflection exercises, and portfolios. Mrs. Carney will be invited to attend a meeting in the Fall to discuss this program.
Chairwoman Broekel reported on the retreat held on June 5, 2001 with the superintendent to discuss system goals. These goals will be presented at the July 23 meeting, at which time the School Committee will vote on them. In addition, Chair Broekel indicated that the October Town Meeting warrant articles will be reviewed which would include Technology and the High School renovation project.

Dr. Goldberg announced the names of those teachers who have reached Professional Teacher Status. Mr. Haugland moved for approval to send letters under the signature of the Chair to those teachers. Mr. Freedman seconded. It was unanimously approved.
Mrs. Davis reviewed the new hires to date and the existing vacancies.
TO EXTEND ADMINISTRATORS CONTRACTS
Dr. Goldberg recommended that the School Committee vote to approve a two-year contract extension to Mr. James Connolly, Mr. Pat Schettini and Mrs. Audrey Seyffert. This would extend their current contracts which expire on June 30, 2002 to June 30, 2004. Mr. Haugland made a motion to extend their contracts an additional three years to June 30, 2005. Mr. Freedman seconded. It was unanimously approved.
TO APPROVE PAY ADJUSTMENTS FOR NON-REPRESENTED PERSONNEL
Mrs. Davis reviewed the FY2002 pay schedule for non-represented personnel. Consistent with all the represented groups, a 3% across-the-board increase has been applied to all rates for the non-represented personnel employees. In addition Mrs. Davis recommended that the pay ranges for the following positions be adjusted to ensure Natick’s compensation levels continue to be competitive.
Program Coordinator – Children First Natick & Family Network
Broaden the range to be $36,055-$40,970 - These are both grant-funded positions.
METCO Director – position to be paid commensurate with the Unit A salary schedule. This is a grant-funded position.
METCO Academic Liaison – Establish one pay category for METCO Academic Liaison at both the middle and high school level, to be paid according to the Title I salary schedule. These positions are grant funded.
Behavioral Therapist – adjust salary range for FY2002 to $18-$25/hour.
Occupational Therapist Assistant – Adjust the salary range for FY2002 to $18-$25/hour.
Substitute Teachers - $70 days 1-15
$80 days 16-90
$85 continuing
Establish the position of “permanent substitute”, paid $85/day for 174 days which would be benefited positions with certification required. There would be two positions for the high school, one for each middle school and two for the elementary schools.
Substitute Coordinator - $80/day for 180 days
Financial Supervisor – Adjust FY2002 pay range to $44,794 - $59,367 and rename position to Finance Manager
Facility Services Manager – Establish pay range of $39,000 - $48,000 for FY2002
Director of Facility Services – Establish pay range of $53,374 - $73,388 for FY2002
ASAP Program – Lead Instructor – Establish a range of $12 - $14/hour.
Mr. Haugland moved for approval of a 3% increase to the non-represented personnel and to adjust the salary ranges/pay rates of the above positions as recommended with the directive to relook at the substitute pay rates more aggressively. Mr. Freedman seconded. It was unanimously approved.
CURRICULULM COUNCIL UPDATE
Mr. Schettini provided an overview of the curriculum council and outlined the guiding principles of the Natick Public School Curriculum. Mr. Schettini plans on coming back in the Fall with a complete document.
REVIEW OF KINDERGARTEN ENROLLMENTS
Dr. Goldberg reviewed the kindergarten enrollments as of this date. The unassigned section for kindergarten is currently slated for Memorial, however, this will be continually reviewed over the summer up to the first week of school. Dr. Goldberg will report back at the meeting of August 27 as to where we stand on the numbers. Parents would have the option to request an out of district placement to have their kindergartener attend another school in Natick with smaller classrooms, if they choose.
TO AWARD FOOD SERVICE BID
Mr. Connolly reported that the Natick Public Schools received proposals for the management of its food service program on May 9, 2001. Two companies submitted bids – Chartwells and Fine Host. The Administration recommends that the Committee award the contract for food service management to Fine Host for the period of one year commencing on July 1, 2001 with the option to renew on a yearly basis for two consecutive years subject to Committee approval. Mr. Haugland moved for approval to award food service bid to Fine Host. Mr. Freedman seconded. It was unanimously approved.
