November 28, 2006


The meeting was called to order by Chief Mannix at 10:00 a.m.

Approval of the October 2006 Safety Committee Minutes:  The committee VOTED to approve the minutes of the October Meeting.

OLD BUSINESS:

Adams Street:  The committee continued discussion on the parking issue.  The committee determined that NO ACTION needs to be taken on this issue at this time.

East Street Parking and Traffic Safety:  DPW Director Sisitsky updated the committee regarding the repaving explaining that the repaving has been completed, and the only thing left to be done is the painting of the stop lines, which is scheduled to be done this week. The committee determined that NO ACTION needs to be taken at this time.

Motor Vehicle Speed Enforcement on Rockland Street:  Sgt. Lauzon will continue to monitor this area to determine if the committee needs to make a recommendation.  NO ACTION was taken by the committee at this time.

Megonko Road Homeowner Access:    Community Development Director Reffett was unable to attend today's meeting to update the committee regarding the building inspector's recommendation.  This issue will be TABLED until the January meeting.

Abandoned Property on Mill Street:  The committee is under the impression that the owner is terminally ill or deceased.  Community Development Director Reffett will be asked to look into this and report back to the committee regarding the payment of property taxes and, if necessary,  the possibility of having the town take ownership of the property and tearing the house down as a safety hazard.  

Change of Address Request for 20 Leach Lane:   The Board of Selectmen forwarded a letter from the owners of the property requesting a change of address.  The property owner of what is now known as 20 Leach Lane explained that the entrance to the home was moved to Front Street and they would like to change their address to 2 Front Street.  The committee VOTED to recommend to the Board of Selectmen that a public hearing be held to honor this request.  

Change of Address Request for 45 Farwell Street:  The Board of Selectmen forwarded a request from the owner of 45 Farwell Street, explaining that the house is set back approximately 120' from Farwell Street, the driveway enters on Wolfe Terrace and the mailbox is located on Wolfe Terrace.  The committee VOTED to recommend to the Board of Selectmen that a public hearing be held to honor this request.

New Light/crosswalks at Rte 135/Rte 27 Intersection:  Chief Mannix received a request from a resident regarding the recent relocation of the light fixtures and the impact it has on motor vehicle operator's ability to notice the light in time.  The committee considered the possibility of recommending a no right on red at his intersection.  Sgt. Lauzon will write a letter to the District Highway Engineer in Worcester requesting recommendations.  

Motor Vehicle Accidents at the "S" Curve in front of 46 Burning Tree Road:  Chief Mannix received a letter from a resident stating that he has had to replace his mailbox several times and that he and several family members have almost been hit by motor vehicles traveling too fast around the curve in the roadway.  The committee will take this information under advisement as well as to consider recommending painting new lines.  

Request to make High Street a one-way (between Rte 135 and Pond Street):  Chief Mannix received a letter from a resident requesting that the traffic pattern on High Street be changed to a one way from Rte 135 to Pond Street.  The committee VOTED that no action was necessary and that the recent changes to Pond Street have been working well.

Petition to request making High Street between Rte 135 and Pond Street a one way:  The committee VOTED to recommend the placement of two "children" signs as an interim measure while the issue is being evaluated.
