The Meeting was called to order at 7:00 by Chairman, Matthew Gardner. Members present: George Bain, Adrienne Spelker, Jason Makofsky
Discussion
Philips Pond Road
Homeowners would like to remove/prune trees and shrubs on a slope for better view of river. Three or four houses would benefit and all neighbors are in agreement with this request. No roots would be removed.
Commission recommended the Homeowner’s Association file an RDA.
10 Woodland Street
Homeowner, Heidi Gomez, would like to build a one car garage. Mr. Bois recommended she file an RDA.
Commission agreed to visit the site individually.
Natick 360
Matt Gardner gave update and asked Commission what issues they would like to see move forward.
Water Street
James Shaw would like to demo a portion of his house and add an addition. Because the house is most likely in the 200 ft resource area, Jason Makofsky recommended he file a NOI. The Commission would like to see impervious areas, the addition constructed on the front, as well as an alternative analysis. Commission asked Mr. Shaw to consider minimizing impact.
St. Marks Coptic Church – Aquifer Special Permit
The church is seeking Conservation Commission’s recommendation to Planning Board that they approve the project of demolishing a house and replace with a parking lot. The engineer gave summary of project and added there will be no increase in run-off. Commission feels comfortable with design as it relates to an APD, however they agreed to review entirely and provide a recommendation by the September 6th meeting.
Notice of Intent – Oxford Street/Wellesley Ave – Map 16, Lot 163
Mr. Gardner read public hearing notice. Dr. Wang and Peter Langon, reviewed proposal to construct a single family house. 4 ft of fill, walk out basement.
Commission agreed to a site visit individually, and requested that Dr. Wang stake out location of house, retaining wall and 40 ft from wetlands.
George Bain moved to continue to September 6th, Adrienne Spelker seconded, all in favor 4-0.
Notice of Intent – Oxford Street/Wellesley Ave – Map 16, Lot 166D
Matthew Gardner read public hearing notice. Dr. Wang stated proposed single family house is 102 ft from wetlands.
Commission agreed to a site visit individually, and requested that Dr. Wang stake out location of house and retaining wall.
Mr. Bain moved to continue to September 6th, Jason Makofsky seconded, all in favor 4-0.
Open Space Policy
Matthew Gardner gave Commissioners Open Space Policy to clarify with other boards how to spend funds. Mr. Gardner asked Commissioners to review policy so it can be presented to Selectmen, Planning Board and Open Space. Will discuss further at September 6th meeting.
Notice of Intent – 17 Davis Brook Drive
Matthew Gardner read public hearing notice. Chris from GLM and homeowner, Mr. Cebula, reviewed proposal to perform grading in a disturbed area within 71 ft from buffer zone. Would also like to add a 4 to 5 ft wall. Commission requested native plants only, and organic lawn care. Commission agreed to individual site visits.
Jason Makofsky moved to continue to September 16th, George Bain seconded, all in favor 4-0.
Notice of Intent continuation – South Natick Hills
Matt Leidner, Mickey Marcus, Ann Martin LEC, reviewed wetland replication plan. Ann Martin and Mickey met in field last week and discussed appropriate wetland replication areas. 1. 1600 sq ft 3000 and 2 to 1 mitigation area. Ms. Martin had some revisions. The vernal pool had been evaluated the past three springs and showed no evidence of migrating. Jason Makofsky stated that vernal pool has not been certified. Ms. Martin suggested replication area be monitored five years.
Ms. Martin passed out her comments and suggested to incorporate all conditions/comments on the plan for contractors. Ms. Martin also feels proposal is doable. Pulte will incorporate her comments so all are in agreement and then submit final plans.
Jason Makofsky moved to continue to October 18th at which time, Pulte will present:
1. Final plans.
2. Storm water
3. Army corps standard at stream crossing.
Adrienne seconded, all in favor 4-0.
Vote to approve 360 Work Plan
George Bain moved to accept work plan proposal, Jason Makofsky seconded, all in favor 4-0.
Land Donation
Wild Meadow Lane and Austin Way. Two small parcels that connect into a larger one. Mr. Gardner asked Martin Kessel to review and then discuss at the September 6th meeting.
Order of Conditions Extension – Lot 2A, 33 Glen Street – 233-569
Matt Gardner recommended Mr. Singh to refresh erosion control before extension is granted. Jason Makofsky motioned to continue to September 6th, Adrienne Spelker seconded, all in favor 4-0.
